贸易战升级，美国拟对华瓷砖加征关税

11日，美国贸易代表办公室发布了拟对华6031项约2000亿美元的产品加征10%关税的产品清单，其中中国瓷砖产品赫然在列，达41余项。

经过梳理发现，美国拟对我国各种形状的瓷砖加征关税(海关编码为4504.10.50 )。各种墙地砖中，釉面砖成为重灾区，从面积、宽度、吸水率几个方面界定20种釉面砖为征税对象。诡异的是这份清单将各种条件的砖都囊括进去，比如，边长小于7cm、吸水率大于10%，面积小于38.7㎡的釉面砖，与边长、吸水率一致，但面积大于或等于38.7㎡的釉面砖一样列入拟征税清单中。

不过拟征关税并不会立即执行，这份关税清单还需要经过为期2个月的审核程序，有关听证会将于8月20-23日由美国贸易代表办公室组织举行。

此次中国瓷砖产品入列加税清单并不令人感到意外。因为早在5月，美国大型陶企Mohawk Industries, Inc.、Dal-Tile Corporation 和 UNILIN就曾联合在听证会上向美国政府提出申请，要求把瓷砖、塑胶地板、多层实木复合地板等产品，加入500亿清单直接加征25%的关税。

此外，北美瓷砖协会——美国瓷砖行业的贸易协会，也向美国政府提出申请，在特朗普政府公布对华301调查征税产品建议清单后，寻求机会将瓷砖产品加入征税清单，以打压来自中国的瓷砖。

近年来，中国成为美国第一大瓷砖进口来源国。今年一季度中国对美出口瓷砖量增长了12.1%，出口额也增长了9.7%。

背景回顾

——6月15日，美国政府发布了加征关税的商品清单，将对从中国进口的约500亿美元商品加征25%的关税，其中对约340亿美元商品自2018年7月6日起实施加征关税，同时就约160亿美元商品加征关税开始征求公众意见。同日，中国政府明确表示，将立即出台同等规模、同等力度的征税措施，即对原产于美国的659项约500亿美元进口商品加征25%的关税，其中545项约340亿美元商品自2018年7月6日起实施加征关税，对其余商品加征关税的实施时间另行公布。这意味着，中美双方此前磋商达成的所有经贸成果将同时失效。

——6月18日，美国总统特朗普发表声明称，鉴于中国采取了反制措施，威胁将命令美国贸易代表办公室制定2000亿美元加征10%关税的产品清单。

——7月6日12:01(美国时间7月6日00:01)，美国对其6月15日发布的第一批清单上818个类别、价值340亿美元的中国商品加征25%的进口关税。同一时间，中国海关总署关税征管有关负责人表示，中国对美部分进口商品加征关税措施正式开始实施。
